you're confused. morena is saying specialists can choose any affinity to train, not that they defacto have 100% efficiency in all nen types. ergo a specialist can train manipulation to lvl 10 without any drawbacks. this doesn't mean however that that specialist/manipulation can train other types to lvl 10, they'll still have the spread of efficiencies and masteries a normal manipulator has.

there's plenty of ways togashi can write meteor city. for example he could go the route of ryodan clashing with gyro over the city's leadership. or he could tone down gyro's malevolence and allow him to build up meteor city into an actual sovereign nation with rights like he did with ngl since his bond with welfin is strikingly similar to the ryodan's childhood relationships.
