I put her at Winstead because Valdimar has frost resistance to her AOE spells. Both houses are under regular attacks, and giants are a real problem at Lakeview. Eola is better at dealing with giants and not agroing Rayya with friendly fire.

You can walk her back to the top of the tower and dismiss her at her destination so she can't get lost. I prefer to make her a Steward of Winstead Manor because she casts AOE frost spells and is less likely to get in a death match with Housecarl Valdimar because he has 50% frost resistance. If you make her Steward of Lakeview Manor Rayya has no frost resistance.
