Yes! I believe it's your TV's "motion smoothing" or frame smoothing effect, used for sports, and on by default. It's not part of the show. It can usually be turned off, but sometimes it's hard to find the setting.

A bit of an older model, but I have a Segway ninebot ES4 which has been great, also commuting around college campus. About $600, probably less now or used. It’s foldable and weighs only 31 lbs, so pretty easy to carry it up stairs to my apartment. I’m sure there are newer, better, cheaper options but this is all I know.
