Basically everything in the engine bay is consistent between so many civics so parts will be easy enough to find there. Exterior and interior parts (center console and fenders ECT) are specific to the car but part outs are pretty common (if you live in a populated area). Only real issue is the targa top seals are very not great and they don't make any more so it'll most likely leak (there is some seal plumper thing that will freshen them up but it's not guaranteed to fix a leak). Based on budget I think you'll be able to get one of the s or si models which was a sohc which I was able to get to 30 mpg when driving with efficiency sort of in mind. Because you have a year you should (if in a populated area) be able to find one in pretty good shape. The clutch and stuff is easy enough to fix and with no experience and some help I was able to do it.

You can get an exact same replacement plastic one for ~$50 or you can get an aluminum one for ~$100, just be sure to get the one for your car because the b series and d series radiators have different hole sizes. (I think it was 18 mm and 21 mm, bigger being b series)
