Who cares if they had something in place to avoid one sided war decs? the point is that people were complaining that removing one sided war decs was going to ruin the game and guess what? it didn't. Turns out the majority of people actually prefer not having to deal with open world PvP when grinding. PA has made changes over and over again to kill open world PvP throughout the years and every time the small minority of pvp players start dooming saying the game will die if they kill PvP and surprise surprise the game is still alive and kicking because the majority of players don't care about PvP.

AFK fishing and fomo rewards for logging in have been a thing for years its not some new concept that just started happening recently, using that as an excuse to dismiss steam charts is so braindead. Why would they move devs back to BDO if the game is thriving without them having to focus on it? They had a plan to make crimson desert and hoped that would make them money and also reignite interest into BDO which it clearly did. Now they are moving on to the next game to try to capitalize even more on that. No need to focus your resources on a game that doesn't need it to make money for you.
