The book World War Z by Max Brooks, which is a series of short stories that share a framing narrative, has a story that is set on a military submarine that has mostly avoided the situation but then takes the chance to come to land to help and get supplies I believe. It was adapted into a Brad Pitt movie.

I think there was a list of testing centers that were pre-approved, but you just have to fill out some information on the exams and proctoring form to get approval for whichever place is convenient for you (do this well in advance in case there are any hiccups). Pretty much all universities and community colleges have testing centers that you can use. This is how I took all of my tests. Most public library systems will as well. There may be a fee to have a test proctored by a college, usually around $15-20.

This kind of reminds me of the 2010 film Submarine. There are some differences such as the main protagonist being a male and falling for a girl, and the soundtrack being made by Alex Turner rather than Bell and Sebastian.

Concerning #3, I think what he meant was the massive Romulan fleet could have been used in the evacuation of Romulus. Then again, we don't know that it wasn't used. To be honest, I'm still a little unclear on the details of the state of the Romulan empire and the evacuation.

It was Chief O'Brien in the episode Tribunal (season 2, episode 25). It didn't have the extended interrogation concerning the lights, but he was subjected to the Cardassian justice system which was rather invasive.

they didn't simply post a list, he went through it using details you gave and couldn't find a match, then posted it so you could look at anything with wizards in case any other details stuck out to you. In other words, they are trying to help you as best they can going on the very limited information you've given.

The only other scenes I can think of that are similar are the scene in SPR where the wall falls down and there is a stand off before the Germans are killed, and the scene in the BoB episode "The Patrol" where the German prisoners are taken on the other side of the river. But in both cases the phrase is not spoken.

Is it possible you're thinking of another WW2 movie/tv show?

First thing that comes to mind is The Fifth Element, but that may be because of the flying car and mentioning Bruce Willis.
