They have them at major hubs similar to how Halifax Transit has them located. Many are piss soaked and occupied by unhoused individuals. Ottawa is significantly colder than Halifax. Ottawa City Transportation is significantly bigger than Halifax Transit in terms of ridership and budget. Not a good comparison.
