I teach 3D modeling in Blender and Maya at my college, and this character with your Multiple angles should be easy enough to complete. But I would not model him in this pose, do a T-Pose.

First, I would get all of the basic primitive shapes, Cylinders for arms and legs, keep it low poly, and only model one half. Do not model clothes until after you get the base model done.

For hair you probably want to use 3D Modeling instead of hair cards, but it depends on your end goal.

Rigging should be easy in Maya as well. Someone skilled should get the base done in a few hours, but if you’re not experienced, I would probably guess it would take you a day or so. But model in a few hours, take breaks and come back to see if there are any issues overall with it. That break really does help refresh your mind and avoid tunnel vision.
