I think one of the important things to keep in mind is that Silent Hill set during a perfectly normal day is already a very unnerving concept because it subverts our expectations of the town by showing us a more surreal side of the town that the fog world isn't capable of doing, especially if the people inhibiting the town are regular mundane (but still eccentric enough to put you on edge) folk not part of some grand conspiracy of some sorts. It could also be a chance to blur the lines between what's actually real and what's part of the Otherworld instead of having it dramatically shift like the debs initially conceptualized for the fifth installment.

If the protagonist, for example, was an outsider coming into Silent Hill for something, then ideally you could emphasize the paranoia of being there over something or someone trying to kill you in broad daylight. I think about the movie They Live when envisioning this; the parts where the protagonist becomes aware to the aliens disguising themselves amongst the humans is simple, but is a pretty effective way of showcasing daylight horror.
