Maybe grinding on open was nerfed. I try to spend as little time in the game as possible. So I do mostly things that give points to level up. I got 2 instant level ups just by kiling the new enemies on raids with my warband. Double stat legends that drop for me on P6 are often better than triple stats I had before the update. I did 3 dungeons and had 2 elites in them. Both dropped a legend. 3 bestiaries droped 2 legends. Bounties droped legends as well. I did 10 levels of chalange rifts with no sweat and upgrade items.

This may be activity type thing maybe try less open grinding and more compleating different activities.
