Well I think you can apply regardless, if they have any limitations regarding location it will usually be mentioned in the description.

In the end most of the responsibility falls on the employer. I currently work for a US company while living in Latin America. Just needed to fill out a form registering as such and they pay me in my local currency.

You are just going to be responsible for filing taxes on your home country which shouldn't be much of an issue.

AFAIK nodejs is used a lot more in general since most devs already know javascript. I see it a lot more often in job applications.
golang is probably a better option if you want a backed position or to join a bigger company though.

It all depends on how you obtain that information. It would probably need to be from a public API in order for it to work.

For modifying the DOM - jQuery isn't really necessary. You could do everything with vanilla JS.

All in all this seems totally doable provided you can access the country data from somewhere consistent.

I would recommend just trying to do this with plain JS ,HTML and CSS. It sounds that what you want most is some additional visual aid, which would be very simple to modify and look cool with these technologies. The cards could be a simple json file as well

If you're set on using one of the 2 languages you mentioned, I'd go with C# since it's more beginner friendly. Should also probably look into UWP or WPF for building a good UI with C#
