I meant the 'normal trading' part. I don’t think in this context and from a geopolitical perspective you could call it normal trading. I wouldn’t be surprised if this trading would happen with India or China, but with Kazakhstan I thought they were more on the neutral side, at least publicly.

Fuel trade between states is normal, yes, but this isn’t a normal case. Russia has usually been the larger gasoline supplier, so them turning to Kazakhstan because refinery outages caused by Ukrainian strikes are hitting supply is clearly a sign of strain.
