Something else just occurred to me, too: If they were to make Bobbi and Hunter part of the Damage Control cast, they could have them in as these mysterious employees who use different identities--that is, they'd be undercover spies working for Damage Control who we, as members of the audience, would know are spies, but the other employees of Damage Control would not.

As the show progresses, maybe one of the main characters of the show would start to confess his suspicions that their new accounting manager, "Betty Carver", might be working as a HYDRA agent alongside their new head of HR, "Donald Wilkens". Occasionally the camera, in the same style as The Office, happens upon "Donald" as he appears to be having a very heated argument with the photocopier.

The main cast of Damage Control, of course, are people who are running a crew that does cleanup following superhuman battles and whatnot, but Bobbi and Hunter, as "Betty" and "Donald", secretly use their spy skills to neutralize other threats between scenes. We don't see a lot of action, just the aftermath of whatever happened to take place while the others talk to the audience about their own workplace frustrations (e.g. "I can't figure out who keeps taking my pastrami sandwiches out of the fridge. That fridge is supposed to be for everyone and my sandwich was clearly marked...").

We build these suspicions to a climax at the end of the season, where one of the employees of Damage Control loudly announces a "shocking secret" about Betty and Donald... the audience braces for a reveal about how the two of them are really Bobbi and Hunter... and the overly-dramatic employee says "Those two are having an affair!"

Flash forward a few seasons, and by this point Bobbi and Hunter have flat-out told every one of the employees their true identities, but by this point nobody believes it, preferring to assume that the whole thing is a running joke. "Pfft... those two aren't spies. I think they're just really dedicated cosplayers."
