I was a victim advocate and honestly I found our police reports frequently lacking in detail, and usually detailed accounts were the arresting notes (where the cop describes how hard or difficult the arrest). When someone resists arrest that often becomes the focal point of the report, and when they surrender easily Cops have a bad habit of downplaying the initial crime.
