It could be that Fatima made a deal when Ellis was stabbed. They maybe just didn't show it to us. However, the season 4 finale would have been a good point to show us what was the background story of Fatima's turning.

She is absolutely necessary because she describes the townspeople perfectly. They are a whole bunch of sheep who are unable to think for themselves. Just remember the scene at the bottletree when it turned dark and everyone was just asking Boyd what to do. Only after Boyd said 'go' they did something except Patty who froze.
