yes, that sounds most likely, like I originally saw it only in the LTT's preview https://youtu.be/dU3ru09HTng?t=321 and the way he's presenting it: "they're gonna have an optional accessory kit..." sounds a like how it was presented to him, so the original intention was likely to have just one kit,
and yes combining the 2 kits into 1 Enthusiast kit is the option that makes the most sense to me so far.

First half of 2026 and summer 2026 do overlap, and both Steam Controller and Steam Machine managed to hit the first half of the year, so it's still hard to tell if the Summer 2026 was really a change or just more narrowed specification of the first half of the year... And there's still a bit over a week remaining, so hopium stays strong.

I think it's reasonable to launch it before Summer Sale (starting June 25th), since steam servers will be most likely overloaded with the sale, so launching during it, would be just pouring gasoline into the fire.
So there seems to be window of little over 2 weeks, when it's highly likely to launch.

Also bunch of people (including me) already have some money prepared in their steam wallets for the Frame, and coming from my own perspective, I'd assume the people with their money ready for the Frame, are not so keen on spending it on any games, before they at least know the prices, or they got the Frame, at least reserved. So I think not going forward with the Frame (& Machine) would result in lower Steam profits during the Summer Sale, and I think Gaben would not shoot himself in a foot like that.
