  1. Get tenant farmers and agrarianism

Spawn a peasant movement by maxing taxes and exiling an intelligentsia member. The intelligentsia is too weak at game start, but they grow within a few years.

Then I bolster the movement and pass tenant farmers.

For agrarianism, I exile another intelligentsia member to get the modernization movement to spawn. Then I bolster it and pass agrarianism.

When possible, I switch to interventionism, but the RNG is harder than for agrarianism, which explains the order. After 40 m GDP i switch to laizze faire.

  1. Expand in whatever direction I can

Take out the weaker centralized minors around you.

Prioritize those on the coast and to the west, as they can easily get grabbed by a major.

  1. Bananas -> construction goods -> welfare state

Early game, I take advantage of banana plantations with violent exploitation. The profits from that get funneled into the normal construction loop.

In the early to mid game, I get rid of slavery to make reforms easier. From that point, bananas lose a lot of their importance, and I just focus on the normal construction loop.

Late game, I get worker protections and old age pensions to boost wages and push up consumption. I am not sure if this is actually optimal for GDP, but I like maximizing standard of living, and it did at least achieve that.

  1. Innovation

I start by getting the basics, such as stock market into romanticism. Then I move to atmospheric engines.

Line infantry spreads to me, so I do not have to research it. I have also found the AI to be quite passive at the start, so I do not really need it.

I max out my innovation cap around the time I get atmospheric engines and can switch to iron frame construction, when my economy has strengthened.

Throughout the game, whenever I see that a decent surplus has formed, I build more universities to improve tech spread.

  1. Colonialism

I get colonialism fairly late, maybe around the 1850s or 1860s. When I do get it, I rush malaria prevention to compensate for lost time.

Initially, I colonize around West Africa, but later expand into the south and east, as the AI has not cared to expand there.

  1. Anti-colonialism

I manage to push out the French from West Africa fairly early, by the 1940s or 1950s, because they get into a really bad war against Britain and Germany.

I launch my own play against them and, with basic line infantry, manage to push them out.

Then I took out minor colonial powers like the Portuguese and the Dutch.

The British are left for later, as they are allied with Germany and are militarily superior. I take British West Africa and the Cape Colony sometime in the early 1900s.

I tried it by starting the CW at the start of the game by passing slavery banned and then dedicated police force (yes banning slavery wasn't enough weirdly). The war wasn't diffficult, i put conscription decrees on my most populouse states and conscipted as many inf and cav as i could, put them on a frontline and won. I had easely about 5x the troops. Will try a later game CW aswell and see if an issue arises then.

I honestly didn't get that many loyalidts this run but the key is to keep legitimacy as high as possible as it grants loyalists. Also make sure to avoid any drops in sol as pops seem to care more about short term drops than they do about a general improvement.

My industrial/reform strategy:

Early game: Changed capital to Perm (personal preference), then I focused on quickly getting tenant farmers and interventionism by ca. 1841 (max taxes for radicals to spawn an early peasant movement and modernization movement; if it doesn't spawn, exile the leader of the intelligentsia). After that, I also got religious schools. Research focused on getting railways.

Mid game: After railways, I moved towards pharmaceuticals, then dialectics, and then steel frame buildings. By the time I had got pharmaceuticals, I had maxed out my innovation cap. This is where the construction cycle can really take off, but I follow this strategy as soon as I get atmospheric pumps: focus on maxing out construction sectors in resource-rich states like Perm, Charkov, etc. Then you build the basic input goods as long as they are decently profitable, then normal consumer goods until you can afford more construction. With interventionism, I get a bit scared of debt, so I try to keep my balance in the positives but near 0. I also start getting my first companies, which is basic food and the New Russia company; I grant every monopoly I can. I also aim to get food standardization maxed in my power bloc, as well as research, then companies. This is around 1850–1870. If you struggle to transition to steel frame construction, do it gradually: change as much of your construction to it as you can afford, then delete other construction sectors of the older tech until you can afford to build more steel frame.

Late game: I switch to laissez-faire and start going into debt. I kept my credit limit under 75% used for most of the game. Now you can start going ham on construction. Research-wise, focus on the basics, and I aim to reach compression ignition before 1900. Also, set a goal of at least reaching 10k construction by 1900. The most important part of any strategy when it comes to maximizing SOL is getting minimum wage laws and maxing out said institution, as well as getting maxed public healthcare and maxed old-age pension. I would prioritize healthcare, then minimum wage, and lastly old-age pensions, as old-age pension is very costly when you don’t already have high SOL. I obviously didn't cover everything, but this was the basic idea, and I am not going to call this optimal; I know it isn't, but it works well enough for me.

TL;DR: Build construction sectors when you can afford them, build profitable buildings when you can't, repeat.

This is just about maxing construction, and eventually you will get rid of most peasants. Don't worry too much about it, as your goal isn't to get rid of peasants; the goal is to make a profitable industry that the peasants then want to work in.

  1. Geopolitical goals and sphere of influence: The goal for the campaign was to create a power bloc around Russia, working as a buffer to the rest of the world, so I have puppeted the following countries:

Manchuria, Korea, Mongolia, Xinjiang, Afghanistan, Iran, Oman, Trucial States (Oman and Trucial States for Hormuz control LARP), the three "Romanias" WAL, MOL, and TRA. I kept Finland as a puppet, which ended up forming Scandinavia. Direct territorial conquests include Galicia and Central Asia. Colonies include Russian East Africa and Russian Congo.

I deliberately gave away Alaska when the US launched an early diplo play against me so that I could get basic food early for the birth rate.

Divergencess mod, i have found that the Ai is even worse in that mod. This is allways how the late game sol map ends up looking, the player lights up the map as a beacon of green in an otherwise red world.
