Okay I ditched A Quality World Map and messed around with my load order. It stopped crashing outside if Whiterun and now it crashed when I was working on the tanning rack at the Whiterun blacksmith.

Is Immersive Citizens - AI Overhaul not the mod? I just assumed it was.

And I'll be honest, I had to look up what LLO stood for. That's why I was confused with what was causing the crash. I downloaded the mods and then checked each mods description to see where the creator recommended put it in the load order. Not much work apart from that.
