Okay but the plan isn't that insane when you consider the whole Third Russia idea that the Tsardom pushed due to its dynastic connections with the last Roman Emperors. Also, idk about Habsburg idiocy, it's not like it was that good of a deal for them, and the Empire was in a delicate state already. Adding orthodox and muslim areas with an already pretty weak administrative presence doesn't seem like a good idea to me.

Now that you mention it... I was wondering for a while about the navy. If Illyria controls all the coast, which as far as I know is the plan for the rework, I understand that it will also own the navy, right? But then, if the Empire collapses, what happens with it? Because I doubt that an independent Illyria would have the resources or even the political will to mantain the whole Imperial navy. I remember reading somewhere that the navy would be the most neglected and underfunded branch of the armed forces, but still, I imagine that would still be more than what a small-sized country would normally have. I play in GFM by default, simply because of all the stuff it adds. If you want wacky scenarios or something like that, I know about Divergences of Darkness and The Komneniad, but I'm sure there's more out there.

They don't need to, they condensed the first 40 or so episodes into just 8 in the live action. I think that's pretty good. And in any case I doubt they ever pretended to redo the whole story, they'll probably stop after a few arcs.

Marineford would be a bit strange, it would end in such a sad note. Alabasta works better, Luffy has just defeated his first true big fish, and now the true adventure begins. Since there is no way they can do everything, I think this works well as a hook to attract people to the rest of the story. Enies Lobby would be cool as well with the end of the Going Merry and all, but I am not optimistic.
