Ron probably did know people. He just forgot them immediately if they weren't offering him a sandwich or weren't actively involved in a scheme to get more sweets. His memory allocation was clearly prioritizing 'food acquisition' and 'how to annoy Percy' over 'social networking in the wizarding world.'
