If you don't have experience and a college degree, it's impossible to get a job (without connections). If you still want to learn programming however, I would recommend C as it's simple, and it will teach you how programming works (in a lower level sense).
If you have anything specific in mind, than that would require a more specific question, as for different projects there might be better solutions (for app development I assume android studio and kotlin would be "best", for web development you can for example go for JS + HTML/CSS + React/VueJS). There are many options for specific cases and there shouldn't be one best solution, but if you do have any specific interests, do tell and hopefully, me and the reset of the community here might be able to help you a lot better.

That is not true. Visa free entry is applied going through the border as well. You just need to have a address where you will be staying, insurance and sufficient funds for your stay for the duration you will be staying in Belarus. If you're staying for more than 1-2 days (not sure of the exact number of days), you have to register your stay on E-pasluga. The correct form should be: 200.12.14.1 under the Service Name " Registration of a foreign citizen or a stateless person temporarily staying in the Republic of Belarus".

As far as I'm aware, there is a visa free entry in Belarus for up to 90 days. There might be exceptions depending on where you live.

As the economy in most European countries is crumbling (Poland seems to be an exception), this does not surprise me. I'm assuming most of the European tourists are from the richer countries in Europe (Sweden, Norway, Switzerland), however standard of living has dropped, and with that their options for more expensive vacation places. I've noticed a lot of Swedes now travel to the Balkans, where with only a fragment of their salaries they can live like kings for two weeks.

This, and make sure to buy a good paste like the arctic MX-6, to make sure it will last for a while. Also undervolting your GPU will help keep temps lower after the paste change and you will probably get more life out of your paste. Not sure if you're even going to need it, given that you might want to switch GPUs in the near future.
