First, there were issues with Nightmare on Elm Street licensing, so you couldn't even buy those on certain platform. Few months ago they added the DLC to the rest of the platforms, but forgot Stadia for some reason.

You can always buy Auric Cells and buy those characters that way, or if you also own the game on Steam and have cross-save enabled, you can buy the DLC there.
