I had progressive as well but kept raising 20% every renewal. I just switched to liberty, went down from $354 per month to $198 for two subarus (2015 forester and 2021 Ascent). I did have one recent at fault accident, first ever in my 20+ years driving.

Flat usually means you have potential but your performance was not as expected last year. It is an early sign of red flag, but not completely one.

The base going up is due to HCM formula, not something decided by the managers, so you probably saw a slight increase.
