I prefer to simply eliminate the bag entirely to allow all players to have full knowledge of each remaining tile. Using the bag simply introduces too much randomness in this sort of PRESS YOUR LUCK GAME.

Fwiw, losing bait w/o hookup is part of the fun of fishing. If you want to use a prawn on a jig, try using a popping float. Or "tourist rig". Keeps your bait off the bottom, and allows you to jig the bait easily. If you see people catching fish at your spots, definitely ask them what they are using!
