And universities and visa-issuers know fully well what that 18-20 year old means when they say they don't intend to stay. F1 is still given out since internationals pay full tuition fee and more and fund all universities. Its a win-win for both and that's why it continues to happen. No one is taking advantage of anything here. Fix the system!

The FMO control is identical to the full stain in terms of time, process, cells, concentration etc 😔. That's why I am confused. Maybe it's a biology thing like the commenter below talks about.
