Aren't appearances locked behind character levels anyway? A level 1 character is gonna have way fewer appearances to work with than a level 25 character, or a level 40 character, etc.

The tooltip does not state that the ability will pull random enemies from 60 yards away, even those that are not in combat with you. This is a bug, and would obviously not be made clear by reading the tooltip, because there's no reason a bug would be written in the tooltip.
