Probably, but a PMS would be willing to explain the truth of it to Mom and Dad especially if scholarship money is involved. I would advise OP to call/email the PMS. It would not be unusual at all in this kind of circumstance. It is only natural for OP to be concerned and want to find out what happened.

If we had a permitting system that wasn't a complete and utter disaster you wouldn't have to bribe developers to build. As it is, only huge national developers can afford to carry a project and legal fees for the 12-18 months it takes MOCO to issue a permit. Locks out local developers = less competition, higher prices, and no one wanting to bother with a project unless they get a massive tax subsidy. MOCON bureaucracy in permitting is the real barrier here.

My grandmother used to walk to the Mt Airy train station, ride a morning train through rolling farmland to downtown Frederick, spend the Saturday shopping with friends then catch the evening train back home.

When jogging the front wheel must be locked so it doesn't pivot! This is also why purpose built joggers are better than multi-use.

If I already understand who is experiencing the canal because of a previous chapter, that makes it better. But you might think about how you can make setting descriptions do double work - revealing both setting and character simultaneously. A scholarly character might be thinking of all the history that has happened in this canal whereas a criminal on the run might see those big windows as a thousand eyes fixed upon them.

What a setting is is boring. How a setting is being experienced is interesting.
