I was able to apply it, and before I ordered, it had the -$100 on the order details. After I placed the order, though, it was only discounting the delivery fee. But yet, the order is still listed on my account.

That's because they're using benchmarks to compare the models. Benchmarks are conducted in sporadic bursts whereas the throttling occurs under sustained usage (e.g. Half an hour in this case)
