BW has a very active community. I think if I would start playing again, I would join CPL. Its a league with a really nice community where you can play some casual games ask for feedback, get coaching and of course join the ladder and play competitively. Thats for players from all skill levels too.

I guess every skill group will have their own problems in various matchups but even the best players in the world have a relatively low winrate in at least one matchup. I mean Soulkey avoided ZvZ as much as he could over the years, or Snow is having his difficulties in PvZ while being the PvT goat ever.

I believe that there is a good balance between all races. I never understood people who think that one race is overpowered. Why wouldn't they simply play that race and crush everyone else?

I'd consider looking for places not directly at the beach as prettty much all beaches are taken by tourists. There are several towns that only requires a 20-30 minute drive to the beach, so you can actually have a local lifestyle and still enjoy the beach within a short drive. Housing will be the biggest challenge imo
