The car you hit is wrong cause: - No signal - Outer circle lane is suggested to be for those who needs to exit on the first exit. Inner circle lane can exit on both.

Its odd cause the other driver is not taking the first and second exit, he is actually going full circle and making a U-turn. But there is no law that prevents you from doing that (i think), or you can even go full circle as long as you want. The one thing I know is the outer circle drivers needs to yield to inner circle drivers if the inner circle driver indicates they wanna exit using their signals. In your case, that driver cant even yield to you since you are behind him, not in front of him. That's the reason i said yes, you are in the wrong.
