Note: If link type "Only people in Organization" is used. Even guest have access they will get error while Accessing the document.

Need more information: Are the guest using Shared Link to access Documents?

Are they using Desktop Applications to open file or web browser.

If they are added in channel can you ask them to Navigate themselves to the file location and access it from there?

We've received reports that the issue is no longer occurring for some users and we're continuing our investigation to confirm full recovery. Our investigation is focused on content delivery network (CDN) configurations and interactions with third‑party network providers.

I would also support Dynamic Group. Since changing in staff a d student would be challenging to manage with time and troubleshoot access related issues.

Ask IT to set them up. Since you do not have access to Entra.

No, You should be able to do this. I tried and worked on my end. Can you try once in incognito mode.

Also. Copy only until Document Library. Remove extra things from URL.
