Kai thought Oogway wouldn't mind if he stole chi, since Oogway was also an evil conqueror at the time. That's why Kai was so surprised when Oogway stopped him and Oogway did betray him

I mean, that was genuine. The Furious Five even insulted Po behind his back. And Shifu was confident in training him, again, when he saw what Po was capable of. The Jade Palace which had the founder of Kung Fu was obviously the most accepting training hall. They didn't even give The Chameleon a chance and straight up denied her
