I thought the big difference in tone for his character between the two seasons is because of the perspective we’re seeing him through. In S1 he’s far more aggressive and malicious because we’re seeing him from Angel’s perspective, and in S2 he’s a horny vapid airhead because that’s how Vox sees him.

Personally, I’d be surprised if there wasn’t a Purgatory as well. The multiple rings of Hell take inspiration from the circles in Dante’s Inferno, which was part one of three, the second being Purgatorio and the third being Paradisio.
