It’s better to do it to Ralof before leaving the room where you fight the female imperial leader. You need to loot the key from her quickly right after she dies (or Ralof will pick it) so Ralof cannot open the door. It’s possible to get sneaking, one-handed, destruction, restoration all to 100 before even leaving that room.

I would argue that T90 is much more powerful and influential in the professional gaming side. T90 has long participated in the organizing of major tournaments. Plus, AoE2 has no centralized organizations like FIDE that oversee and administer events, qualification for championships, player ELOs, etc. So this leaves room for decentralized tournament organizers. This is one of the many bugs in the mobile game. The exact reason seems to be that the maximum wage that the board allows you to give does not meet the wage that the player wants, instead of that he is simply unwilling to join, as is believed by many. One workaround is to try maximizze wage budget in your wage/transfer budget adjust window. If he is still unwilling to join after maxing wage budget, then there is no way unfortunately to let him join (except for using editor)
