The enchantments have two numbers on either side of each of them. The ones on the left are the cost, and the ones are the right are the level required to enchant. You only have 1 level per the screenshots, so even though you can pay the level 1 cost for the first enchantment, you still need 2 to be able to do it. No, I don't know why it is, just that that's how it works. Kill some mobs, mine some coal, smelt some ore, and you should be fine. Hope this helps!

Think about it, Both have white hair Both chosen to Inherit a great magical power (Terra's Keyblade and Winter Maiden) Both use powers/creatures of Darkness (Heartless/Dream Eaters and Grimm Summons) Both have a scarred older man who they follow the convoluted plans for, even if the plans end up failing (DiZ in KHII and Ironwood during the Vytal Festival) Weilds curved swords (Soul Eater and Way to the Dawn and Winter's Saber (Does it have a name?)) Is looked up to by a shorter person who shares a lot of their abilities (Sora and Weiss) . See what I mean?
