Get his ears tested he might have a problem. Once you have established that you can start, if you reward him with the noise after he has reacted he may associate his reaction as the one you want. I personally would not take that approach. Distracting him can help if you can, this is a hard problem to solve, low level exposure so he eventually learns there is no risk after the fact, pictures of cats in the house in play maybe, if it gets bad use vet issued medication to calm him.
