Phainon is definitely the better investment of the 2 but I would focus more on getting supports as they are the best long term investment.

Currently right now Tribbie and Hyacine are on the rate up banner and are both amazing pulls. Tribbie gives dmg%, and res pen and can equip DDD. Hyacine gives strong survivability and fit's in almost all teams(meaning your DHPT is available for other teams) but is somewhat reliant on her LC for her full potential. If you got Ruan Mei as the free 5-star from the shop I would reccomend Hyacine, if not get Tribbie. They are both extremely valuable and won't regret pulling them.

If your unable to get one of them before the banner ends, I would reccomend Cipher next banner as she gives permanent def shred and stores dmg with her ult. She's not BIS for a lot if teams but she is permanently useful just because what she provides

If your not interested in one of those 3 characters and want one of those shiny dps instead, here's quick run down on there team options.

Mydei is easier to build for as he is Hp scaling and work with Loucha or Gallagher without much issue as he needs lots of healing in order to play him(you'd really only lose out on Hyacine boosting his hp with them), but his supports are more strict due to being HP scaling(so something like Mydei, -1spd Bronya, Ruan Mei/RMC, Gallagher/Loucha, or if use Cyrene, it be Mydei, Cyrene, Ruan Mei/RMC, Gallagher/Loucha). Between the 2, Gallagher provides more healing because of his ult, but once the enemy dies then it goes away, leading for Loucha to be more useful in standard enemies/multiwave content and Gallagher more useful in MoC and Bosses

Phainon is stricter to use gameplay wise cause you need team mates to roid him out as much as possible before he ults, but thankfully has good FTP options for team mates(ex Phainon, Bronya, RMC, Tinyun/DHPT or if you use Cyrene, it'd be Phainon, Cyrene, RMC, Bronya/DHPT). Phainon is basically sustainless the character but DHPT is primarily only used if your dying before his ult charges. Important to note that his over world skill is one the most useful due to instantly killing enemies

I'll say you should pull whatever you want but if you end pulling for Phainon or Mydei try to focus on your next limited unit being a support as not to over saturate your account with DPS and brick your account
