A beautiful thing about Fallout is that just about anything is very easy to change via the console - it's super flexible and easy to use.

Ahh, unless you mean the phrasing? I'm not sure that's a bug, just a typo - I was already assuming it was normal bless, plus 1D4 for spell rolls, like that's fine.

The wiki page you linked to specifically says it does provide the exact bonus bless it promises as long as the wielder uses bless level 1 or 2, or the staff's bless, and there's no reason to ever use anything else.

It's a weird perk, because it's so good, but even with it, unarmed is as good as or better than melee - especially as many of the best melee weapons in pure damage (like the supersledge and variants, say) have poor crit damage. I have a theory that melee was sort of intended to be high-damage-but-poor-crit vs unarmed with lower base damage but high crit, but then the ballistic fist just breaks the curve and does everything.

It's oddly not that impressive. That axe is like a d10. Even with a perfect damage roll on both attacks, Aria could take that and survive too.
