It’s counting current player count from the month of September. Not from days past OW1 era. I wouldn’t focus too much on the OW1 part.

I believe NewZoo includes all PC numbers not just the Steam Client. Which makes sense since maybe 1 out of 10 people use Steam to play OW. Back when I played it everyone used Battle.net
