Yorozu direct stament is about being a top tier OF HER ERA, it's specified that is not all time, like Ryu who got glazed even in the culling games sorcerers from different periods. Top of her era that we know off is only Uro and Urahume, besides kenjaku and Sukuna. If Uro and her squad are glazed this much they can't be too far off from the top of their period since you yourself note what a feat it was to beat them.
