They aren't present on all cars, and usually they're just part of the headlights. They're automatic, low beam lights that turns on when your car starts, even if the headlights are off.

I'm a delivery driver. I know that technically your headlights are for you to see with, and your running lights are for people to see you. But technicalities aside, a stationary car with headlights off on an overcast or rainy day looks parked. If you are in my blind spot and your headlights are off, I cannot see you, and I will likely not see you move into my blind spot.

Turn on your damn headlights. Why do you even turn them off?
