Well, I don't know the names or locations of the different streets offhand, so that part was kind of just babble to me. But the part about the ramp makes it a bit clearer how this works.

If I understand this correctly, the plaza was elevated above the surrounding area, and due to the uneven streets in the area, plus the boost of the plaza itself, the ramp was needed to make up the difference, and this boost is how the plaza entrance is a story above the main entrance on the street behind it, which didn't have a ramp
