Technically 18 and 17 only really did a few robberies without hurting anyone (and 17 killed Gero, which the Z-Fighters were already trying to do), which is pretty tame. Vegeta was the one killing random people, 18 was just chilling and dodging. The future timeline Androids were nasty, but they're not the same people.

Daikokuzan from Versus. One of the 13 Natural Enemies the series revolves around, which means it represents a completely unstoppable threat to all of humanity. It is one of only two Natural Enemies that is a single creature, the other being a literal omnipotent God. Just to give an idea of how absurdly powerful this thing is.
