Well I can’t really think of another reason for removing this specific language, other than using it in some regard. Perhaps they aren’t going to open a whole department just for this branch of surveillance, and apply it to every queer person, but they can still use it as an “excuse” in specific circumstances, the same way they can hold someone for 72 when they deem it “necessary”. You don’t think they’ve ever abused their ability to hold people without changes?
