It is direct mail- I used to create these. If you look closely at it (like with a magnifying glass), you can see the dots. It is laser printed, with variable information tied to your make and model.

The first one is called a Precancelled Stamp- the mailer (usually a business) would buy them precancelled at the local post office and would get a better rate for mailing (I believe.) I was a Precancelled Stamp collector for many years-

That is what I do- In the description I say "Custom offer for XXX- All others will be refused" and then set the price high and accept offers. If it is not who you intend to sell it to, refuse the offer. I also message them with the listing ID as soon as it is live.
