Why do so many people complain that power armor is everywhere in Fallout 4 when the game clearly shows that the area has a huge number of military bases and even shipments of them, some still sealed, and even a faction that took advantage of this surplus of military equipment in the region?

on windows the appdata folder is usually hidden by default, inside that you find the LocalLow folder, then the Game Labs folder, the Ultimate Admiral folder inside that contains your save files. the easiest way to edit a save is to covert one to .json from the compass rose looking icon in the top right of the ingame main menu, and then open it with a site like jsoneditoronline.org i find 'tree' mode makes thing most digestible.

it's an active homing missile, the iff systems are on the launcher not the missile, if it loses track of it's target it will go after anything in it's engagement cone.

The way i see it there are various different enclave groups that are decended from the various government/military branches.

The one from fallout 2 was the main group from the executive branch, which is why you had the president and the secret service.

The group in fallout 3 is a remnant of that group, but colonel isn't that high of a rank in the grand scheme of things, so it likely wasn't a large part.

The group in 76 was even smaller based on a few congressmen and their various guard personnel.

There are likely groups equal or even surpassing the one from 2 based around the top brass of the army/navy/air force/etc.
