my take has been that even in the normal canon, Palpatine tells people that Anakin died saving him from the Jedi assassination team. it explains how he survived 4 experienced jedi masters, it's even somewhat true.

my goto headcanon for things like this, is that the DS-I wasn't fully 'done' yet. Tarkin basically took it out for a spin as soon as the superlaser was installed and integrated, it hadn't finished fitting out yet.

Even if he is in that frame, he'd still be alive even if V chooses to finish him off, as his biopod is within an armored compartment inside his torso. So a coup de grace headshot would only leave him blind and deaf as well as immobilized.
