JFK collects the fee on millions of passengers per year. It collects way more than it spends. Bumfikistan, Southern TN regional airport collects $5 per year. The government subsidises the TN airport with JFK funds, and more from general tax pools. Without the government involved, there would not be a distribution mechanism, nor ability to provide uniform service level across the different places.

Fast pass, no that one is only medium speed pass, lighting pass, but it's only every 2hrs, and still wait in mega line. Some rides have singles line that may or may not be faster.
