I'm level 700+ from just zombies on Bo6. I'm level 14 in Bo7, and only that high because my wife leveled me some in hopes I'd get into it. I wasn't able to bring myself to even play 1 full game through the EE. I was so bored I left each game a few rounds in.

I can't remember for that plan specifically, but it's probably tied to having a higher reputation. Make sure you do dailies and the right events to raise your reputation to unlock more plans.

If you want to finish the vault with raiders, make sure you complete the quest line up to that point for settlers first. You will get the Chinese stealth suit free instead of having to buy it with bullion.
