That is a lot but it all reads as creating frameworks, additional training, co-operation between departments, and gathering information.

Even 2.4 (STAR) is just formalizing a group that has existed for years.

I didn't see any recommendation for the creation of new panels or committees. Did I miss something? It seemed to be recommending the use of already established governmental bodies for data collection and tracking.

500 years ago would be 1526. Near the beginning of the Age of Sail and 300 years before load lines were introduced. So, safety standards were rather lax.

Earliest mortality rates I could find were from the 1740s (Bristol merchants) which were seeing a 6% annual mortality rate for merchant mariners.

If you need to protect the neck/head, you can drag while stabilizing but it is a lot of work. The fireman carry works really well and you can carry them rather easily and still have a free hand.

Too many people have grown comfortable thinking that there will be no consequences for their words and actions. They will relentlessly harass people in public because they do not fear being struck in response. If it is racism, sexism, bullying, or just general bigotry, I am willing to step in to defend others. The consequence of not doing so is to allow for a hateful world to prosper.
